Drawing on lessons from humanitarian work, international law, and political decision-making, the panel will examine whether and when justice should take a back seat to negotiation and the prospect of a settlement.

Recent arrest warrants issued by the International Criminal Court have added urgency to these questions, revealing once again the inexorable tension between legal accountability and overarching political considerations.
